Oni Williams opened the scoring for ABS in the 3rd minute before Katsina United equalised through Hussain Mohammed who picked himself up to score from the penalty spot after he had been tripped in the box.
ABS were the better side in the second half and got a deserved lead through Bello Sufian who netted again four minutes later to seal the win.
Niger Tornadoes came third in the competition after beating Enugu Rangers International 1-0 in the third-place match.
Yahaya Abba Yahaya scored the only goal of the game with a fierce free kick in the 22nd minute.
Individual awards.
The highest goalscorer of the NPFL U-15 tournament is Koma Million of Rangers International, while Olusegun Olakunle of ABS was voted the Most Valuable Player taking home the Golden Ball.
The Silver Ball went to Enugu Rangers defender Chukwuemeka Egbu while Nasel Bussa of FC Ifeanyi Ubah won the Bronze Ball as the third-best player of the tournament.
